Since 2014, Oregon has actively enacted legislation to regulate Pharmacy Benefit Manager (PBM) activities. In 2023, HB3013 was introduced which aimed to mandate all ERISA plans to comply by including the phrase "who is self-insured." It is important to note that this bill also included supplementary language that could potentially increase members' costs. HB4149 has been introduced in the 2024 session and is aiming to again increase members' costs.
