Issue Area:  Any Willing Specialty Pharmacy

Amends existing PBM licensure act to make pharmacy network provisions applicable to health benefit plans entered, offered, or issued by an insured or self funded health carrier or plan sponsor.  Prohibits PBM from  terminating contracts with pharmacy for disclosing information regarding PBM practice, prohibits requiring the use of a mail order pharmacy, prohibits PBM excluding a specialty pharmacy into its specialty pharmacy network if holds a specialty accreditation and is willing to accept PBM terms and conditions.
